BGAN user in Tibet couldn't get satellite IP connection. BGAN worked fine before leaving U.S. Gave customer required APN for China before he left U.S. Using correct APN, but no connection. He went to Nepal and BGAN started working again. It appears China gov is blocking BGAN traffic from Tibet. Different user in China is having same problem, likely for same reason.
